As part of its shift to long-term programming, Care-Bangladesh is in the process of designing four programs, which it refers to as “impact statements.” These impact statements focus on 4 impact population groups:
  1. Socially, economically and politically marginalized women
  2. Extremely poor people in rural areas who rank lowest in social, political and economic wellbeing;
  3. Marginalized groups in urban areas
  4. The most vulnerable people and communities prone to disasters and environmental change

Impact Statements

Care-Bangladesh has developed one-page summary frameworks for each of its impact statements. Each summary frameworks will be accompanied by paper that provide a framework of analysis, program practice and learning paper for each impact population group.

The following schematic also provides an overall overview of the direction that Care-Bangladesh is taking by bring together key elements from its Long-range Strategic Plan (vision, mission, and strategic directions) with the four impact statements.

To complete the design of the four impact statements, CARE Bangladesh is in the process of developing theories of change and a CO level impact measurement and learning system. The CO hopes to complete the program design frameworks before the end of this calendar year. Already a series of new project designs have occurred within the draft program designs.

To operationalize its impact statements, CARE-Bangladesh has decided to take a "learning lab within learning lab" approach. That is, rather than ask all staff in the entire CO to align their projects to the four impact statements at the same time, the Program Quality Team who is leading this work selected one field-office, Sunamganj Field Office, to pilot the alignment process and generate insights for the other field-offices that are following suit at a slower pace. This decision was taken because it is not yet clear what it means to align projects to impact statements on the ground and to establish stronger linkages between projects.

In addition to the project alignment process that the Sunamganj Field Office is leading, there are many actions that CARE-Bangladesh is taking at an organizational-wide level, such as raising CO-wide awareness and buy-in of the impact statements, drafting technical strategies relevant to impact statements, and identifying necessary changes to organizational structures.

Action Plan

Care-Bangladesh has developed an action plan for moving forward its shift to long-term programming. This action plan is organized into 8 work streams:

Defining and conceptualizing impact statements

  • Developing and using impact measurement and learning systems and standards
  • Operationalizing (and learning from) program approach on the ground
  • Review of organizational systems and practices to enable the shift

Program Design

In September 2008, the Country Office held a series of meetings that aimed to deepen the program designs by focusing on the theories and pathways of change in two of the Impact Statements (those on women and the extreme poor). Below is some process documentation of one stream of that work, with the Women's Empowerment Theory of Change group, to reflect more deeply on what it would take to build a theory of change that was both useful in guiding the program, and dynamic and evolutionary in the ways that any theory of change on something as complex as women's empowerment:

Innovation Fund

This initiative will help advance the programmatic shift in Care-Bangladesh by supporting the design of program strategies to reduce violence against women, an important component of the impact statement that focuses on empowering marginalized women.

CO level Measurement and Learning System

The workshop objectives were to:
    • Build awareness of the organisational change processes;
    • Deepen understanding of the Theories of Change (ToC) and identifying breakthrough and incremental changes;
    • Promote dialogue to develop indicators for the Theory of Change:
    • Map the breakthroughs and indicators identified against the Unifying framework and the Millennium Development Goals.
    • Plan the next steps for the development of the CO measurement and learning system.
