Achievement of the CARE USA Strategic Plan is dependent in large part on country offices aligning their work with the agreed upon directions of the broader organization. At its core is the shift to a program approach – characterized by long-term commitments, multifaceted approaches, and broad-scale impact.

A new Country Office Strategic Planning Manual has been drafted with country office managers in mind, to clarify the expectations for alignment and to offer guidance on how to meet alignment standards in the course of the CO strategic planning process. These standards have been informed by wide consultation and draw on the program concepts and frameworks being tested in the learning labs.

Undoubtedly, COs will generate important learning as you take these guidelines and work with them in your strategic planning processes. Your experience, your questions, and your suggestions will help inform a “new, improved version” early next winter. I’ve had suggestions already that “version 2” offer additional practical guidance; your experience and feedback will be essential in developing this.

Meanwhile, I would like to begin collecting additional tools and other resources from your strategic planning processes that can be shared with other country offices. The ToR for your facilitator … your workplan for data-gathering … internal/external surveys or other assessment tools you developed … a workshop outline that worked well for you … an effective Power Point you used/created … etc. … These can be of great help to other COs who then won’t need to “re-invent the wheel.” Also, please be in touch to let me know about strategic planning facilitators you would recommend for other COs. A simple database of CO-recommended consultants will be posted on the Strategy Implementation Dashboard, along with the manual and other resources as they are developed.

Good strategic planning is hard work, but work with long-term dividends. Being clear about our vision and mission, our goals, programs and strategies is all the more important in challenging times, as we tighten belts, focus, and make choices that continue to build for long-term, sustainable impact on underlying causes of poverty and social injustice.
