The recommendations are divided in two broad categories.

· Assessing & Managing Risk - factors affect vulnerable populations in the short and in the long term (including, but not confined to disaster risk reduction “DRR”)
o Our obligations to address them strategically in programs
o Our obligation to invest into our HR capacities to analyze, design & implement appropriate strategies that take into account those risk factors
o Our obligation to incorporate and use ongoing scenario planning in our knowledge & learning

· Timely Relief & Rehabilitation programs of Good Quality can help us move towards meeting longer-term objectives. Our obligation is to take advantage of additional resources, space opened up for increased social dialogue/policy advocacy during the relief and rehabilitation phase to move forward our program strategy.
